The Purpose of The Uighur Education Fund

To improve the education status of minority nationalities in Uighur Autonomous Region (UAR) of China. Uighur Autonomous Region is one of the poorest regions in China and Central Asia (see below), majority of Uighurs have an annual average income of less than $100, most families could not afford to send their children to colleges. Therefore, many talented young people are deprived of the opportunity to receive higher education by their destitute financial situations. That is why there are only about 50 Uighur students have been able to attend Graduate school in the USA from a population of about 10 million. We would like to change this situation by doing the following:

·        Buying and sending educational equipment to schools and universities in UAR;

·        Rewarding Uighur students for excellent performance in scientific and academic research;

·        Publishing and distributing information about US universities to UAR;

·        Organizing educational exchange programs between USA and UAR;

·        Paying application fees for graduate schools for qualified Uighur students;

·        Establishing a scholarship for qualified Uighur students.

·        To prepare Uighur educators for the next century by establishing teacher’s training programs.

The Location of Uighur Autonomous Region

 Located in the north-west part of China. UAR lies in the heart of Asia and borders with Kazakhstan, Kyrgyzstan,Tajikistan, Afghanistan, Pakistan, Mongolia, India, Tibet and Chinese Gansu province. The area of UAR is 1.6 million square kilometers, which constitute about 1/6 of total area of China. According to the Chinese government’s annual report in 1995, the population of UAR is around 16 million. Uighurs, Kazakhs and other Turkic-speaking people consist of about 60% of the population. Uighur is the largest indigenous nationality of UAR, historically, they are central Asians, and they speak Uighur, a Turkic language closely related to the languages spoken in Central Asia and Turkey.

Economic and Educational Condition in UAR

The education level is the lowest among all the provinces of China. According to a recent study by Chinese Academy of Social Sciences, education level of ethnic Uighurs is extremely low. The authors concluded that the shortage of local schools and poor living standards of local people are the main cause of this situation. The same paper also mentioned the fact that quality of ‘minority’ schools is usually much lower that of Chinese Schools. We strongly feel that Chinese government is not doing anything significant to improve the basic education level of Uighurs. Overseas education of Uighur youths is ignored or discouraged. 

How Do We Manage The Fund ?

The Fund will be managed by the Education Fund Committee on a democratic principle.  As promised, every penny of the Uighur Education Fund (UEF) will be used solely for the educational needs of Uighurs. Any individual or group contributors will be notified by newsletter of the administration and usage of the Fund twice a year.  

Why It is Important to Help Uighur ?

With population of around 10 million, Uighur is of the major ethnic groups in Central Asia. The world is now becoming more and more interactive. The economic conditions of all different ethnic groups are becoming more related and dependent on each other than ever before. We, who live in America, can not say we successfully entered the 21st century if we leave behind those 10 million Uighurs back in the 19th century. In the long run, we are helping ourselves to enter the new century with a more perfect world.  

How Can You Help Uighur Education ?

Answer: By making your generous contribution. You send whatever you can, $20, $50, $100 or more, and we will take care of the rest. All UEFC members are originally from UAR and all of them were professional educators (University lecturers) for long times. UEFC members have close contact with Uighurs and have very good understanding of their educational need. They are capable to spend every single penny of the Fund wisely, and they will work voluntarily without any compensation.
