Hormetlik Qerindashlar xewardar bolghiningizlardek, Kanada Uyghur Jemiyiti bu yil 6- ayning 25- kunidin bashlap burinqi jemiyet Reyisi we jemiyet hey’et ezaliri istipa berip, qaytidin saylam qilishni qarar qilghan idi. Dimek Kanadadiki hazirghiche bolghan nechche qetimliq saylam adil saylam bolmighashqa nurghunlighan qerindashlirimizning pikirini qozghap we jemiyet xizmetlirimu yaxshi ishlenmey kelgen.Budaqi saylamni demukiratiyelik we putun Kanadada yashawatqan qerindashlirimizning heqiqi qollaydighan we ish qilalaydighan reyisini saylap chiqish uchun, mexsus saylam komititi saylinip chiqip Toronto we Montrealdin ibaret ikki sheherde ayirim ayirim halda saylam elip berishni qarar qildi. UKJ saylimi- UKJ réisini saylash üchün hér ikki yilda bir elip berilidighan paaliyet. Bu paaliyet, Toronto (GTA, Hamilton, Windsor we Londonni oz ichige alidu) bilen Montrealdin ibaret ikki musteqil saylam ornidin tüzülgen bolup, bu ikki sheherde ayrim-ayrim halda, bu yerlerde korsitilgen saylam heyyiti ézaliri orunlashturilishi astida, musteqil elip berilidu .

Saylam hoquqigha ige herqandaq kishi özini UKJ réislik kandidatlighigha körsetse bolidu, kandidat bolghuchi kishi özini, 2005-yili 9- ayning 9- künidin burun, saylam heyyitige melum qilishi shert.

5. Layaqétlik saylam hoquqigha ige kishilerge qilinilidighan uhturushlar:

Saylam Heyyiti, saylam hoquqigha ige kishilerge saylam qaidillirini, ornini , wahtini, Uyghurche we Englizche ikki hil yeziqta, electronic pochta , fax yaki öz qolliri arqiliq, turalghu adrisige yétküzüp beridu.

6. Saylamdiki bézi mesililer:

Barliq saylam hoquqigha ige kishilér, bélgilen’gen waqitta saylam méydanigha yétip kelishi kirék. Egér jiddi ishlar tüpeylidin saylamgha kilélmise, imza arqiliq öz meqsidini ipadilishi yaki saylam héyyét ézalirige biwaste telephone qilip, saylimaqchi bolghan kishini korsitishi kirek.

7. Saylam nétijisi:

Saylam nétijisi, néq méydanda bilet yighiwelinilip sanalghandin kiyin, ashkara halda ammigha derhal ilan qilinilidu. Omumi bilet (Toronto bilen Montrealdiki) sani kop bolghini UKJ réisligige téyinlinidu.

9. Kandidatlar Nutuqi: Barliq kandidatlar, saylamdin burun 20 minut ichide, özining méqsidi, pilani we ghayillirini saylighuchilargha sözleydu, andin 5 minut suallargha jawap beridu.

10. Dokumentlar: Kélgüsi UKJ ning mükémmél, adil we demokratiyélik bolishi üchün, saylamgha munasiwetlik barliq paaliyétler hatirlinip saqlinidu.

11. Alaqilishish: Elektronik het sanduqi ucaelection@yahoo.com saylam paaliyetliri üchün alaqilishish qurali qilinilidu. Bu, saylam héyyiti ézaliri üchün ortaq bolup, pikir almashturush we amma pikrini qobul qilishi, muzakirilishi üchün ishlitilidu. Barliq saylam hoquqigha ige kishiler oz ismi bilen su’al, téklip we tenqidi pikirlirini bu het sanduqigha ibértishi kirek. Saylam héyyiti qisqa muddet ichide jawap qayturidu.

12. Mehmanlar: Saylamgha sirttin ihtiyari qatnishish qarshi elinilidu, biraq, hérqandaq shékildiki awazgha ilish, sür’etke tartish yaki videogha ilish ruhset qilinmaydu.

GTA District Election Board

The UCA election is an event that takes place every two years from which the president of UCA is elected. There are two major election districts, Montreal and Toronto (GTA) (including Windsor, Hamilton and London), Two independent elections will take place in Montreal and Toronto (GTA) respectively, two Election Boards ( Montréal and Toronto ) will organize, manage and monitor the election at Montreal and Toronto.

1. Date of Election: Sunday, September 25, 2005

2. Location : Centennial Park

3. Eligibility of Voters:

· 18-year and older with one of the following conditions

· Uyghur

· Other East Turkistan (Xinjiang) born ethnic groups, such as Kazak, Uzbek, Kirghiz, Mongghul, Tajik and Tunggan (Hui)

Short-term visitors are NOT eligible for the election .

4. Candidate Registering Deadline: Any eligible voter has the right to run for UCA president and must register to Election Board as an election candidate before: September 9, 2005 .

5. Notification to Eligible Voters : Election Board will notice all eligible voters of election rules, election date, election location etc. in both Uyghur and English languages via email, FAX or direct delivery to the living address .

6. Representive Issue : All eligible voters should come to vote at scheduled date, time and location, should emergency happens and eligible voter can not come to vote, he/she has the right to point another eligible voter to represent him/her to vote, the voter who can not come to vote due to emergency situation must give a signed written notice or a live telephone conversation with all Election Board Members to point an eligible representive to vote for him/her .

7. Election Result : The election result will be announced immediately after counting process of valid election ballets is completed. The candidate who gets the most votes from two election districts combined (Montreal and Toronto) will be elected as the president of UCA.

8. The Formation of Board Members of UCA : The Board Members of UCA will be pointed by elected president of UCA.

9. Speech of Candidate: All candidates will be given 20 minutes for a speech of their plan and platform before the election process is started. (5 minutes Question & Answer are also included).

10. Documentation : All activities involving election and Election Board will be well documented.

11. Communication : A yahoo mailbox ( ucaelection@yahoo.com ) is set up for communication, this email is a common email for all Election Board Members .All eligible voters can communicate with Election Board Members via this email, questions, suggestions and comments can be sent to this email which will be accessed directly by Election Board Members. Election Board Members are responsible to answer the questions.

12. All visitors are welcome, But NO voice recording, picture or video are allowed at the election site. All voters and visitors must behave respectfully towards others, otherwise, it may result in losing voting eligibility and being asked to leave the site.
